It could be because anxiety is a survival reaction and therefore handled with action. Depression is a shutting down. The depression comes after when there is no solution to the cause of the anxiety. This is why it is said that the two go together.
In my particular case I have noticed that when I have anxiety I do not feel depressive. I do not understand if depression is masked or not when I have anxiety or if this results because of my bipolarity.
